ORIENTATION BRIEFING ON ORGANIC AGRICULTURE ACT
With the thrust to strengthen and promote the practice of organic farming among farmers in Davao Oriental, the provincial government held an orientation briefing on organic agriculture as stipulated in the Republic Act 10068 otherwise known as Organic Act of 2010.
The orientation was held on October 13, 2011 at the Honey’s Hotel in Mati City where Governor Malanyaon explained the significance of the law on organic farming as it forbids the use of chemicals and pesticides, thus promoting health for the people. The said meeting was attended by Board Members Tina Yu, Eric Rabat, Pepot Lara and Larry Taya, and Mayor Boy Saulon of San Isidro, Mati City Councilor Sonny Rodriguez, OIC ENRO Dante M. The Provincial Development Council of Davao Oriental held its annual PDC meeting presenting the proposal of the budget for Annual Investment Program for the year 2012. The said meeting was attended by chief executive Gov. Corazon N. Malanyaon, the mayors and their representatives, heads of offices, and other concerned agencies.
The total budget for the Annual Investment Program for the year 2012 which amounted to 140 million, much lesser than the previous year due to the decrease in budget allocation brought about by the reduction of 20% in the Internal Allotment Revenue (IRA) for 2012. However, Gov. Malanyaon assures that all three sectors will be allocated with funds. For social development sector will have 10.3% of the total distribution, 87.92% for economic development, and 1.78% for environmental management. DavOr fosters road safety

CITY OF MATI, Davao Oriiental-- In an effort to preempt road accidents in the province, the provincial government in collaboration with the Land Transportation Office (LTO) and other stakeholders inked a Memorandum of Agreement for the creation of the Road Safety Advocacy Program. The agreement was jointly signed during the recent Provincial Development Council meeting on October 11 aimed at “Sustaining Public Order and Security”. LTO XI Director for region eleven, Gomer J. Dy said the component of the MOA involves trainings and seminars for upgrading drivers’ license and accredit drivers. “We intend that no motor vehicles shall run the highways without registration and no motor drivers operate vehicle without a driver’s license issued by the LTO,” he said. Meanwhile, wearing of accessories such as helmets on motorcycles and seatbelts in vehicles will also be strictly imposed, Dy said. The urgency of addressing the growing number of fatalities and injuries from road accidents was mentioned during the recent Provincial Law Enforcement Coordinating Committee (PLECC) Meeting where the alarming increase of vehicular accidents in the province was mentioned. In response, the province initiated aggressive measures to address this problem. “Traffic safety and road safety is not only the concern of the LTO but a concern of all the people because it involves lives,” said Governor Corazon N. Malanyaon who spearheaded the MOA signing. Malanyaon convened all the concerned stakeholders with the thrust to minimize, if not eradicate road disasters which have already inflicted serious injuries and claimed many lives. This MOA signing for road safety in region XI is said to be the first one in the entire country, Dy said. “I am signing this MOA with the hope of increasing the awareness of traffic safety and also decreasing the number of accidents especially motorcycle accidents,” he added. The MOA states, “in order to decrease the occurrence of traffic accidents, a strong collaboration between all government agencies with the provincial government and all local government units is deemed necessary. To achieve this, conduct of massive traffic safety education will be implemented and a traffic summit will be conducted to formulate inter-agency traffic management plan and road safety, as well as by using tri-media campaign.” The creation of the program was also signaled by the United Nations declaring 2011-2020 as decade of action for road safety aiming to stabilize and reduce traffic fatalities around the world. To support this global launch, the national government thru Proclamation 159 declared 2011 as the launching year for the Philippine decade of action for road safety. Stakeholders will undertake different roles and responsibilities in this advocacy while coordinating with each other. Parties involved are the Provincial government, the LTO XI, local government units, other partners include Davao Oriental Police Provincial Office, and the Department of Public Works and Highways (DPWH). Governor Malanyaon whose administration is an advocate for public safety and security, urged all government agencies to unite and work together in order to create a secured and safe community for all. As part of the DIDP (Davao Integrated Development Program), Gov. Corazon N. Malanyaon turned over logistical support to the Sergio Osmeña Farmer’s Cooperative in Governor Generoso last October 9, 2011. The assistance that amounted to 250,000 pesos was allocated for the cooperative’s Cacao Project (218,000 pesos) and vegetable production project worth 32,000 pesos.
Joining Governor Malanyaon during the ceremonial turn-over were Mayor Vicente 'Ting' Orencia and Rotchie Ravelo of the Pagkain at Kita Program who witnessed the extending of assistance to the members of the cooperative. A new set of Board of Directors of the Davao Oriental Electric Cooperative (DORECO) took their solemn oath to chief executive Gov. Corazon N. Malanyaon during the ceremonial undertaking held at the Provincial Capitol Grand Conference Room on October 3.
This new set of board of directors is the policy-making body of the organization ensuring the welfare of the consumers of the said electric distributor. Governor Malanyaon encouraged members of the board to strengthen the partnership of DORECO with the provincial government in promoting development in the province. The new set of the board are Dir. Luisito S. Gregorio, President, representing City of Mati; Dir. Elmer M. Jovilla, Vice President, representing municipalities of Cateel and Boston; Dir. Shirley O. Ceniza, Treasurer, representing municipalities of Governor Generoso and San Isidro. Other members of the board are: Dir. Franklin J. CITY OF MATI, DAVAO ORIENTAL – Residents of this capital of Davao oriental are all praises for the provincial government-sponsored medical and dental outreach that gives free door-to-door medical and dental services to all 26 barangays here. The five-day medical and dental outreach sponsored by Davao Oriental Governor Corazon Malanyaon served 23, 872 people, most of them are indigent patients who cannot afford the prohibitive cost of medical and dental services of the private hospitals.
Malanyaon, who personally joined the medical and dental teams in giving free medical and dental services to the villages, made sure that even the remotest hinterland villages here would be able to avail of the free medical and dental services. A total of 28 medical doctors including dentists and at least 30 other medical practitioners like nurses, midwives, barangay health workers and nutrition scholars volunteered their services for the five-day medical and dental outreach in the City of Mati. The same number of medical workers also participated in the first leg of the medical and dental outreach in the municipality of Baganga last month which have benefited at least 13,000 people. “We thank Governor Malanyaon for her generosity especially for the poor people like us who don’t have money to buy medicines for our various illnesses. Many people in our village has benefitted from this program,” says farmer Aurora Melencio, 57, a resident of Barangay Central here. “She (Governor Malanyaon) truly cares for the health of the poor. She has built a huge, first-class hospital in Mati that serves the poor people like us who cannot afford the services of private hospitals. Now, she overwhelmed our barangay with free medicines and there are free medical check-ups and free dental services. She is a leader with a huge heart for the poor,” 54-year old farmer Arnulfo Francisco said. During the five-day medical and dental outreach in the City of Mati, Malanyaon also launched and inaugurated several Capitol-funded infrastructure and livelihood projects in the twenty six barangays here. She also distributed Philhealth cards to poor families in the City of Mati. At least 40,000 poor families in the province have already benefitted from the provincial government’s Madayaw Health Care Program which gives free Philhealth insurance to indigent families in the province. “This activity directly serves my constituents especially the highly impoverished living in remote hinterland villages who cry for our compassionate care. They have limited or no access to quality health care. What we are doing is we are giving free medical door-to-door consultations and we are giving away free medicines in the barangays. And patients who need confinement and further medication are referred to hospitals. This medical and dental outreach is a yearly activity in every municipality and city in Davao Oriental. This is part of the health care program of the provincial government,” she said. The province of Davao Oriental has five government-run hospitals located in the municipalities of Cateel, Manay, Lupon, Governor Generoso and the City of Mati. Three of these hospitals and one is a secondary hospital. The tertiary hospital is located in the province’s capital, the City of Mati. All of the five government-run hospitals here have licenses from the Department of Health and accreditation from the Phil-Health. The province has 11 Rural Health Units spread in 10 towns and one city. “This medical and dental outreach is an opportunity to address serious and immediate concerns of the barangays, an opportunity for me to work closely with other service providers like the barangay and municipal local government units, national government agencies, the Philippine National Police and the Philippine Army. This is also an opportunity for me to look into the projects of the provincial government in the barangays particularly the barangay roads, water systems, barangay health centers and electrification. I want to know of these development programs are being properly implemented,” she added. “From the start of my involvement in public service, I have taken both as my personal and official commitment to ensure that my constituents are provided with, at the very least, basic health care. We will continue to expand our preventive health care program and continue to justly provide programs that will build up the poor. The right to life is an inviolable human right. A healthy nation is a progressive nation. A government nation is a progressive nation. A government that cannot provide its people with adequate health care system has no reason for its existence. I have always been guided by this philosophy.” Malanyaon was earlier awarded by Philippine Hospital Association as the most outstanding governor in the country of pushing a meaningful health care program for the poor. In Barangay Badas, the governor has inaugurated the 1.5 million barangay hall, while in the adjacent villages Culian, Danao, Cabuaya, Dawan, Lanca, Sainz, Tagbinonga, Libudon, Mayo, Tagabakid and Buso, the governor has also opened the million peso worth of several Capitol-funded infrastructure projects like public markets, health centers, schools and barangay road projects that aims to increase the agricultural productivity of the local farmers. CITY OF MATI, Davao Oriental—In an endeavor to foster an efficient delivery of basic services to its constituents and at the same time fast track the development of the community, the provincial government held a series of launching of different projects to the twenty-six barangays in the city which was funded under the Provincial Assistance to the Barangay.
These projects which are mainly infrastructure were inaugurated simultaneously with the conduct of the six-days Medical and Dental Mission in Mati last October 19-24, a project that is also sponsored by the province. “Through this we have strengthened our network and collaboration with our LGUs and the barangays as they are our staunchest partners in development,” said chief executive Governor Corazon N. Malanyaon who personally launched the projects in the barangays. In Barangay Badas, the 1,550,000 pesos worth completed barangay hall was inaugurated. In barangays Culian and Danao are constructions of barangay roads (worth 250,000 and 200,000 pesos respectively), repair of barangay roads in the villages of Cabuya, Dawan, Lanca, Sainz, and Tagbinonga (200,000 pesos, 100,000 pesos, 120,000 pesos, 110,000 pesos, 100,000 pesos respectively). In barangay Libudon was the inauguration of the completed Barangay Health Center with an assistance of 200,000 pesos. Barangay Mayo was given worth 670,265 pesos for the construction of Mayo Barangay Market. Assistance worth 200,000 pesos was allocated for road rehabilitation from Purok Centro to Purok Milud in barangay Tagabakid. For the village of Don Salvador is a grant worth 150,000 pesos for the construction of a multi-purpose pavement at Purok Yarda and assistance for the painting of Buso National High School Library in barangay Buso worth 38,000 pesos. The projects on infrastructure and construction of government facilities are deemed to make businesses and everyday activities much easier. Through this effort the province is hopeful that many of its constituents will be able to take advantage and will be benefited out of these projects. The construction and rehabilitation of roads is anticipated to aid in many businesses especially the farmers and small entrepreneurs. Also, through the substantive support on road rehabilitation, maintenance and improvement, in 2010 alone 329 kilometers of barangay roads and 492 kilometers of all weathered provincial roads were maintained and rehabilitated. This in turn had strengthened the basic support services in the province. In part of the social development program of the province which has enabled the expansion of access to an improved quality of basic services of the people, the construction of health centers and health facilities are also deemed to help more people who can’t afford health services in big hospitals to avail basic health care right in their villages. “Specifically, we have successfully upgraded and opened our beautiful provincial hospital to its present 200-bed capacity. I think this hospital has become one of the landmarks of Davao Oriental. Per record in 2010, our hospital served 22, 875 in-patients and 73,304 out-patients. The Davao Oriental Provincial Hospital is only one of the components of provincial government’s holistic healthcare program. Tilapia village opens in Lupon
LUPON, Davao Oriental – The provincial government through the Provincial Governor Corazon N. Malanyaon’s Pagkain at Kita Program successfully launched the Tilapia Village Enterprise Development Project and Cold Water Tolerant Tilapia Hatchery and Nursery Project on Monday (September 26) at Barangay Calapagan in the Municipality of Lupon.
The 5,180 square meters tilapia hatchery owned by farmer cooperator Oscar Matimbo located at Purok Centro, Calapagan intends to establish tilapia buying and collection in the three barangays (Don Mariano, Calapagan and Marayag) where there is enough source of freshwater for cold water tolerant tilapia. Rotchie M. Ravelo, Technical Consultant and Operations Manager for Pagkain at Kita Program revealed that the total project cost amounting to 879,000 pesos was sourced out through a counter parting scheme wherein the provincial government has subsidized 662,000 pesos, the rest were pulled off from the funds of provincial, municipal and barangay local government units, the Bureau of Fisheries and Aquatic Resources (BFAR) as well as the farmer cooperator himself. The allotted budget was utilized in the procurement of farm inputs that incudes tilapia fingerlings, feeds, organic and inorganic fertilizers. The project was set off as part of the provincial government’s target of achieving 74,524 square meter area for its tilapia production projects and as a response to the growing demand of tilapia fingerlings in the province. “The establishment of this project is one way of addressing the insufficient supply of tilapia fingerlings. We have considerable number of tilapia growers in the province but we still have to source out the supply outside the province. As a result, our tilapia growers could only produce less in a limited period of time. We do not only provide another livelihood program for our farmers but we are also able to encourage them to be self reliant and further heightens their awareness that we can also do what other provinces have done”, says Ravelo. The provincial government is deliberately focusing its direction in developing its agriculture sector considering the potential resources that the province possesses. “We also have the same resources that other provinces have. We only need to capacitate our people to maximize its utilization. This is the second Tilapia Hatchery and Nursery Project in the second district; we already have one in Governor Generoso and we further intend to add more in the first district”, the governor added. She has further urged the cooperators to nurture and sustain the project as it will be one major source of tilapia fingerlings for the one hundred fifty six household cooperators in the three barangays in Lupon. Semi-commercial veggie project benefits 5 barangays in Banaybanay
BANAYBANAY, Davao Oriental—Touching the lives of more small farmers in the province, the Pagkain at Kita program which is a flagship program of local chief executive Governor Corazon N. Malanyaon has successfully implemented a vegetable production project that has benefited thirty-one farmers in five villages within the municipality.
Through a counter-parting scheme between the provincial government, the municipal local government unit, the barangays, and the cooperators, the project dubbed as Semi-Commercial Vegetable Project under the Pagkain at Kita program was implemented in the barangays of Caganganan, San Vicente, Mahayag, Pintatagan, and Calubihan covering a total of 3.1 hectares. “In order to identify the project sites, our team makes certain that the farmers’ produce in a particular area have available market. We carefully examine every bit of details in our programs as we ensure that our plans coincide with the national government,” says Technical Assistant for Pagkain at Kita program Rotchie M. Ravelo. The 152,100 allotted budget for the project was utilized in the procurement of seeds, farm inputs, and conduct of trainings for farmers. Each farmer beneficiaries received assorted vegetable seeds worth 1,500 pesos; 32 kilos of “Complete” fertilizer, 768 pesos; 1 bag organic fertilizer, 250 pesos; 15 kilos of urea fertilizer, 270 pesos; and 1 pack fungicide, 300 pesos. Overall, each farmer recipient received 3,150 pesos worth of assistance on farm inputs. While two of the five villages are still on its vegetative period, the villages of Caganganan, San Vicente, and Mahayag have recently yielded a total of 4,392.15 kilos of assorted vegetables which is equivalent to 79,007.75 pesos total value of production in the months of August to September. All thanks to the provincial government’s initiative that thrust in achieving food sufficiency and sustainable income. To enable the farmers to continue the venture, farmer cooperators are required to allocate funds from their sales for the procurement of seeds and other farm inputs for their succeeding cropping. Prodded by Governor Malanyaon’s thrust in an effort to eradicate poverty in the province, the Pagkain at Kita program was founded. “That’s why we establish this semi-commercial program. The produce won’t be limited as consumption in the household as they can also market, generate income and make profit out of it”. “I am truly thankful to the Pagkain at Kita program that has helped me double my income. It certainly has a huge impact to us since it doesn’t only provide us food but has also helped me make money,” said farmer cooperator Rogelio Diaz. Vicente Montera, Punong Barangay in the village of San Vicente said “I am grateful to our governor who launched the Pagkain at Kita program and to the municipal mayor Pedro Mejos who has also given counterpart to be able to realize this project.
